Procurement involves development of systems, processes, procedures, laws, rules and regulations necessary for improved efficiency, effectiveness and value creation in the management of expenditure within a nation or an organization. In most developing countries, there is a growing tendency towards effective monitoring of government expenditure to ensure that such expenditure is optimally allocated and utilized for the provision of accessible and affordable social services to the people. 

The decision to initiate a particular purchase develops in a variety of ways and from a variety of circumstances. At Capacity Institute Africa we recognize and acknowledge that purchases are initiated by an internal user based on some planned and budgeted need that can be justified by a specific operational purpose.

On the other hand supply chain is basically a group of independent organizations connected together through the products and services that they separately and/or jointly add value on in order to deliver them to the end consumer.
